Suspension of the handling fee on low-value shipments

The Law Decree no. 38 dated March 27, 2026, published in the Official Gazette and entered into force on March 28, 2026, postponed the application of the EUR 2 handling fee on shipments of goods imported from non-EU countries with a declared value of less than EUR 150.

This handling fee, introduced with effect from January 1, 2026, by article 1, paragraphs 126 to 128, of Law no. 199/2025, will not apply to shipments of goods imported before July 1, 2026.

As stated in the press release issued by the Government, the postponement is of a technical nature and it is aimed at allowing the completion of the upgrade of the IT systems of the Italian Customs Authorities.

The additional time could also be used by the legislator to clarify the relationship between this handling fee and the new flat-rate duty of EUR 3 to be introduced at EU level from July 1, 2026.
